FCC: Intel's one-year waiver to keep using foreign-made robots in its fabs
356 days left on the one year window · deadline Friday, October 22, 2027
The claim
On October 22, 2026 the FCC granted Intel a one-year waiver from the Covered List restriction on foreign-produced advanced robotic devices, covering the automated guided vehicles that move materials inside Intel's US chip fabs, and allowing “maintenance, updates or component replacement” on them. The FCC's stated reason: to prevent “potential disruptions in the availability of domestic semiconductor manufacturing services for Intel's customers.” Intel argued there is no proven domestic substitute and that replacement would take years.

Caveats baked in at the time
- The waiver is for existing models already in the fabs. It does not authorize new foreign models, and the FCC said the permitted changes do not swap US-made components for foreign ones.
- Intel is one of several companies granted relief through October 2027; the Covered List, added July 28, 2026, names humanoid and quadruped robots alongside AGVs.
What counts as met
Resolves on one of three: the FCC extends or broadens the waiver; Intel announces domestic replacements for the covered AGVs; or October 22, 2027 passes with neither, which puts Intel back under the restriction.
Status as of Saturday, October 31, 2026
Waiver in force, nine days old. No domestic AGV substitute named; no other fab operator's waiver request public.

What would move it
- FCC public notices on Covered List waivers and Conditional Approvals
- Waiver requests from TSMC Arizona, Samsung Taylor, Micron, or GlobalFoundries
- A US AGV vendor announcing a fab-qualified replacement
